Federal & State Energy Aid Programs

Extra support for winter energy costs is available from federal and state programs that specialize in financial assistance and home-efficiency services. These resources can help reduce monthly bills, address past-due balances, and improve overall home energy use. Here is an overview of key programs available to Colorado residents:

Energy Outreach Colorado (EOC)’s Bill Payment Assistance Program

From January through September, eligible customers with past-due natural gas bills may qualify for free financial assistance through EOC. This program operates in conjunction with LEAP, so aid can be received from both programs simultaneously.

Colorado Low-Income Energy Assistance Program (LEAP)

LEAP, a federal program, helps families, seniors, and individuals pay for winter home heating costs. The program provides funding assistance from November through April 30 for heating costs, equipment repair, and heating tools. For the 2025–26 LEAP season, eligibility is determined by income, with a limit of 60% of the state median income. Paper applications can be requested by calling 866-HEAT-HELP (866-432-8435) or downloaded from the Colorado Department of Human Services website.

Colorado’s Affordable Residential Energy Program (CARE)

Households that qualify for CARE can receive free energy-efficiency improvements, including insulation, appliances, LED lights, air sealing, low-flow shower heads, and more. EOC will connect you with a local agency to conduct an energy audit on your home, which will then work with contractors to install qualifying upgrades. Applications are available through Energy Outreach Colorado.

Colorado Weatherization Assistance Program (WAP)

The Weatherization Assistance Program (WAP) helps eligible Coloradans cut energy costs, boost home comfort, and improve overall home efficiency through proven energy-saving upgrades. Income eligibility is determined by factors such as household size and income, or active benefits from LIHEAP, Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), or Supplemental Nutrition Assistance Program (SNAP).

When enrolled, you pay a fixed amount each month based on your energy usage history. This is especially helpful during winter months—when natural gas bills tend to be higher—to help alleviate the stress of unexpected spikes.
