We have compiled a list of county programs that can help pay heating costs for eligible customers.

Assistance Providers

Colorado LEAP

The Colorado Low-Income Energy Assistance Program (LEAP) is a federally funded program that helps eligible income-qualified households with a portion of their heating and cooling energy costs, weatherization, and energy-related home repairs.

To see if you qualify and apply for LEAP benefits, please visit cdhs.colorado.gov/LEAP.

Call 1-866-HEAT-HELP (1-866-432-8435) to receive an application via mail, or you may email or visit your county human services office to pick up or drop off an application. Please contact them directly as you cannot apply for LEAP assistance through Colorado Natural Gas.

Customer Affordability Program (CAP)

Additional low-income bill assistance is provided by Colorado Natural Gas and is contingent upon receiving LEAP assistance. All LEAP recipients are pre-qualified for this program and automatically assessed for eligibility so no application is required.

Colorado’s Affordable Residential Energy Program (CARE)

Provides free energy efficiency upgrades to income-qualified Coloradans in participating counties. EOC will connect you with a local agency to conduct an energy audit on your home, which will then work with contractors to install qualifying upgrades. Energy Outreach Colorado

Energy Outreach provides home energy assistance and other programs through local Colorado payment assistance agencies. You can also call 866-HEAT-HELP (866-432-8435) for assistance.

  • Bill Payment Assistance– Apply through our partner agencies, which can be found at https://www.energyoutreach.org/find-agency/.
  • Crisis Intervention Program (CIP)– CIP provides critical emergency heating system repairs or replacements for LEAP recipients at no cost. For heating emergencies, call 855-469-4328.

Colorado Weatherization Assistance Program (WAP)

WAP helps qualified Coloradans save money, increase comfort, and improve their homes through energy conservation measures.
