The Colorado Public Utilities Commission has required Colorado Natural Gas to bill customers using a four part bill. The purpose of this is to be more informative to the customer than a bill with only the amount of gas used and a price.
Part One – Distribution: This covers the cost of the system including operations, overhead costs, employee salaries, construction and transportation of the gas from where we receive the gas to your home or business.
Part Two – Commodity: This is the actual cost that we paid for the gas that was used. Colorado Natural Gas is not allowed to add any additional charges to this part of the bill.
Part Three – Upstream Pipeline Charge: This cost is for the transportation of the gas from the point where we purchase the gas to our pipeline system. We are not allowed to add any additional charges to this part of the bill.
Part Four – Facilities Charge: The Colorado Public Utilities Commission determines this charge as a fixed fee to cover a portion of the fixed cost of maintaining the entire distribution system.
Demand Side Management: These charges recover costs associated with energy efficiency programs that are mandated by the State of Colorado and approved by the Colorado Public Utilities Commission. Service Line: There may be a Service Line charge on the bill. This would be your cost of installing the line from the street to the house or building, or for installing an additional line from the meter at the original building to a second building such as garage or workshop.
